Jared oversees Regence's health insurance portfolio, meeting the needs of 2.5 million members covered by seven health plans in Idaho, Oregon, Utah and Washington. That includes everything from award-winning service in traditional health plan models to designing innovative new products and services that meet the needs of a rapidly changing marketplace.

Under Jared's leadership, Regence is bringing new tools for customer engagement to help improve member experience, facilitating collaborative partnerships between providers and patients, driving growth for the overall portfolio, and orienting programs to emphasize quality outcomes while minimizing costs.

He oversees areas of the company ranging from Customer Service and Claims Administration to Government Programs and the Federal Employee Program as well as Account Management, Insurance Product Development, the Regence market presidents, Health Care Services, and Regence subsidiaries Healthcare Administrators, Inc., and other regional health plans.

Jared's career with Regence began in 1999, when he joined the company in a Finance division role with cross-functional responsibilities across a variety of divisions, with increasing responsibilities for several years. He moved briefly to BlueCross BlueShield of Montana, where he served as chief marketing and underwriting officer. Jared returned to Regence in 2009 as president of Regence BlueCross BlueShield of Oregon, where he became responsible for Oregon sales, provider contracting, and government and community relations. He has led the overall Regence insurance portfolio since 2011.

Jared serves on the board of directors for the Portland Metropolitan Area Boys & Girls Clubs, TriWest Healthcare Alliance, and GNS Healthcare.

He received his Bachelor of Science degree in economics and history from Willamette University in Salem, Oregon.

Angela Dowling

Angela Dowling

President, Regence BlueCross BlueShield of Oregon, and Chief Revenue Officer

Over the course of her career, Angela Dowling has designed and implemented creative solutions that align business strategies with consumers' health needs. As chief revenue officer, Angela drives revenue strategies across brands, products and markets by bringing greater integration and accountability and directing the organization to create better health care experiences for customers and consumers.

Angela's leadership has helped position Regence as a trusted advisor to many of the Oregon's most respected companies at a time when sound strategic health care decisions are more critical than ever. In her role as Oregon market president, Angela directs and guides the overall performance of the Oregon health plan, including sales, provider contracting, government affairs and community relations.

Prior to coming to Regence in 2012, Angela served at Payne Financial Group, Inc. for 10 years, most notably as chief revenue officer. Ms. Dowling also served in national account sales at United Health Care in New York City, as the business development officer at Hewitt Associates in New York City, and as market vice president at Aetna Health Plans in Philadelphia.

A scholarship athlete in college, Angela received her Bachelor of Arts degree in Psychology from the University of Michigan. She is a member of several industry organizations, including the National Association of Insurance and Financial Advisors and the Oregon Healthcare Leadership Council. She is also currently on the board of the Oregon Food Bank.

President, Regence BlueShield of Idaho

As President of Regence BlueShield of Idaho, Sean brings a rich skill set to his position and the market. With an extensive background leading local, regional and national-level initiatives, he's widely regarded for his expertise in public policy and business strategy and brings his passion for improving how Americans experience health care to Idaho.

Prior to serving as senior vice president for public affairs and policy at Cambia Health Solutions, Sean was appointed by the governor as Oregon's chief economic development officer overseeing the Oregon Business Development Department.  Before that, he was CEO of Greater Portland Inc., a public-private economic development partnership supported by company CEOs and mayors.

As the Idaho market president, Sean is responsible for directing and guiding statewide operations, product innovation and market performance, while representing and promoting Regence in business and civic arenas throughout Idaho. Additionally, he serves on the board of directors of the national Blue Cross Blue Shield Association.

Sean earned a master's degree in Urban & Regional Planning at University of Wisconsin-Madison and holds a bachelor's degree in Business Administration and Economics from University of Iowa's Henry B. Tippie College of Business. He serves on the board of Medical Teams International, a global relief agency, and is a Senior Fellow with the American Leadership Forum.

Tim Lieb

President, Regence BlueShield

Tim has spent the last two decades immersed in the health care industry. From his start as a senior underwriter and account executive, to the front lines as the vice president of sales, up through his current role as president of Regence BlueShield in Washington, Tim's desire is to create more affordable and accountable health care solutions for Washingtonians.

As the Washington market president, Tim is responsible for directing and guiding the overall performance of Regence, including sales, provider contracting, government affairs, and community relations. He takes an inside-out approach to working with employers that starts with understanding their unique needs and then creating solutions that help drive growth and support company culture.

Tim has actively served in his community with a focus on improving health care for Washingtonians and serves on the board of the Washington Health Alliance.

Tim earned his bachelor's degree in Mathematics with a minor in Business from Ohio University.

Jim Swayze

Jim Swayze

President, Regence BlueCross BlueShield of Utah

Jim brings extensive commercial, Medicare and self-funded insurer experience to his position as President of Regence BlueCross BlueShield of Utah, the state's first health insurer. In this capacity, Jim is responsible for directing statewide operations and optimizing market performance, while representing and promoting Regence in business and civic arenas throughout the state.

Jim has expansive not-for-profit experience, serving for nearly 16 years as part of the Rocky Mountain Health Plans and CNIC Health Solutions organization. Rocky Mountain Health Plans was the largest not-for-profit health insurer in Colorado. Jim was a chief architect behind acquiring CNIC Health Solutions in 2004 as a way to expand Rocky's product portfolio into the self-funded line of business. Jim then served as CNIC's president and CEO for the past 10 years, growing and expanding CNIC's business in multiple states. Earlier in his career, Jim held leadership roles spanning 15 years with another large health insurance organization as it moved through a series of mergers, starting as Lincoln National before ultimately becoming PacifiCare Health Systems/Secure Horizons.

His responsibilities have included policy planning and implementation as well as direction and coordination of departments and functions including production, pricing, sales, distribution of products, operations and clinical activities, and negotiation and approval of contracts and agreements with provider organizations, suppliers and vendors.

While in Colorado, his community engagements included substantial and active involvement with the American Diabetes Association as well as board service with the JDRF and Ronald McDonald House. He was also a volunteer soccer coach.

He's a graduate of Ursinus College in Pennsylvania with a degree in economics and business administration.

Chief Medical Officer, Senior Vice President Health Care Services

Dr. Cheryl Pegus, Regence's chief medical officer and senior vice president of Health Care Services, leads strategy for the company's regional health plan business. She oversees medical, pharmacy and network activities, as well as cost stewardship programs. She brings broad expertise to the challenge of building a strong health plan while helping Regence become the transformative health solutions company our Cause demands.

A trained cardiologist, Cheryl brings more than 25 years of clinical practice and operational business experience to the company, along with care and compassion for those we serve. She's recognized as a leader for her extensive work across health care domains in using data-driven solutions to improve community health by increasing access to services. Her career includes a rich mix of clinical, pharmaceutical and health plan experience – with innovation as the common thread throughout her career.

Prior to joining Cambia, she served as President of Caluent, a health care data analytics company and Clinical Professor of Medicine and Population Health at NYU Langone Medical Center. Prior to that, she led the expansion of Walgreen Co.'s health care services, product launches, and data analytics as their first chief medical officer. Dr. Pegus served as Aetna's head of Clinical Products and as general manager and chief medical officer with SymCare Personalized Health Solutions, a diabetes care management company. Early in her career, she acted as medical director for the Cardiovascular Risk Factors Group at Pfizer.

Cheryl also serves as board chair for the Association of Black Cardiologists, and as a board member with Tactile Medical, US Acute Care Solutions and the Care Continuum Alliance. She is an American Heart Association Founder's Affiliate, past Chair of the PCORI's Health Delivery and Disparities Research Advisory Panel, and past board member with the Care Continuum Alliance and Aetna Foundation.

Dr. Pegus received her bachelor's degree from Brandeis University. Her medical doctorate is from Weill Cornell Medical College, and she has a master's degree in Public Health from Columbia University Mailman School of Public Health.

Chris Blanton

Chris Blanton

Senior Vice President Health Plan Operations, Commercial and Ancillary Markets

Chris Blanton leads strategy and execution for Regence health plan operations and program management functions, individual market products including BridgeSpan, and for LifeMap Assurance Company. He is responsible for directing, guiding operations and market performance of the company's individual product strategy and representing consumer health plans and life insurance brands in business and civic arenas throughout the region.

Chris's career at Regence began in 2013, when he joined the company as president of BridgeSpan Health Company. His role expanded in 2016 with the addition of the Consumer Health and Life Insurance brands to his areas of accountability. In 2018, he was tapped to take on leadership of the operational areas of the company as well.

Before his time with Regence, Chris spent 11 years as a regional executive with Cigna in Southern California and in the Pacific Northwest.

In the community, Chris serves on the board of Food Lifeline in addition to volunteering with the Issaquah Hot Meals program and serving as a soccer club coach. He is also an Adventures Guide and Circle Navigator with the Sammamish YMCA.

Chris holds a bachelor's degree in business administration from the University of Washington.

Chief Artificial Intelligence Officer

Faraz Shafiq leads data science and artificial intelligence efforts at Regence. He is responsible for building the A.I. team to grow competitive advantage, capture significant savings and vastly improve consumer experience. Through big data, data science, and artificial intelligence, Regence is delivering end-to-end analytics solutions, improving care and creating seamless experiences for our consumers.

Faraz brings more than 17 years of progressive experience with technology strategy, engineering, advance analytics and product management, along with a belief that there is great opportunity to make health care better for people and their families through innovative disruption. He joins Regence from Verizon, where he worked as the Global Head of Data Science, A.I. and Internet of Things (IoT). Prior to Verizon, he led AT&T product development and management, formulating the IoT analytics strategy and offerings, IoT platform strategy and services, marketing support and formulating strategic partnerships.

Faraz is an established technology thought leader and serves as an executive advisor to Airbus in Paris, a CTO member for Forbes Technology Council, and on the board of directors for 5G-Map. His bachelor's degree in electrical, electronics, and communications engineering as well as his Master of Business Administration are from University of California, Berkeley.

Kathleen Faulk

General Manager, Government Programs

Kat leads the growth, finance and operations of Government Programs, with accountability for overall performance of the company's Medicare and Federal Employee Programs (FEP) lines of business and other government contracts. This includes oversight of our risk adjustment and Stars area, which supports both Medicare and the Individual market and collaborates closely with our clinical and provider teams. She is an executive liaison with external agencies such as Centers for Medicare & Medicaid Services (CMS), FEP Director's Office, and AHIP.

She came to Regence in 2017 with rich career experience built around health plans – commercial and government programs, everything from finance to network to medical economics. Before joining Regence, Kat served as the central region president for Humana. She led membership growth and revenue optimization efforts within their Medicare Advantage business and oversaw risk adjustment, Stars, medical management, and value-based provider agreements. She also held executive roles at Excellus BlueCross BlueShield in New York, managing Claims, Customer Service, Membership, and provider network strategy and development.

Kat began her career in finance and received bachelor's degrees in accounting and finance at Houston Baptist University. Her master's degree is in strategic leadership from Roberts Wesleyan College in New York.
