How we’re supporting your 2023 RxDC reporting: Action needed by April 30, 2024

The Consolidated Appropriations Act, 2021 (CAA) requires insurance companies and employer-based health plans to submit reporting on prescription drugs and health care spending each year to the Centers for Medicare & Medicaid Services (CMS). This annual reporting is known as Prescription Drug Data Collection (RxDC).

We will submit RxDC reporting to CMS on behalf of each employer group for the benefits we administered in 2023. In order to include all data for your Regence benefits in our reporting, we need to collect information from you that we don’t hold in our systems:

  • Fully insured groups must provide us the dollar amount for Regence medical premium collected from enrolled employees in 2023.
  • Self-funded groups must provide us the average monthly premium (or premium equivalents) paid by the group and its employees, along with a D1 (premium and life years) file for the benefits we administered in 2023.

As a reminder, we’ll submit RxDC data to CMS for only benefits we administered in 2023; we won’t submit data for benefits we didn’t administer. If you’re a self-funded group, consult your carved-out providers and/or third-party administrators for support with reporting data for any benefits administered by entities other than Regence.

Provide us your data on Employer Center by April 30, 2024

We’ve launched an easy-to-use data collection form on Employer Center, with instructions for providing data we need. Employer Center is our online platform for conveniently managing your benefits. Groups that didn’t have Employer Center access as of Mar. 15, were emailed a customized link from employercenter@regence.com with instructions for completing their Employer Center account registration. If you don’t have Employer Center and didn’t receive the March 15 email, please visit employercenter.regence.com and click Request access to create an account in time to provide us your data before the April 30, 2024, deadline. Regence account representatives can’t fill out the form on your behalf.

If we don’t receive your required data by April 30, 2024, we won’t include that data in our 2023 RxDC submission to CMS. Similarly, if you’re self-funded and request that we send the data for your 2023 Regence benefits to you, we won’t include it in our 2023 RxDC submission. Under either circumstance, you’ll need to ensure your RxDC data is submitted to CMS through another entity. (Find reporting instructions here.)
