Jared L. Short
President, Health Insurance Services
Jared provides oversight of major operations associated with delivering health insurance across Regence. This includes Customer Service, Claims Administration, Group and Individual Enrollment, Government Programs and the Federal Employee Program as well as Account Management, Insurance Product Development, eProducts and Services, as well as Regence Market Presidents, Health Care Services and the Regence subsidiaries of Healthcare Administrators, Inc. and Asuris Northwest Health.
Jared was named president of BlueCross BlueShield of Oregon in 2009 and was responsible for Oregon sales, provider contracting, government and community relations. He came to that position after serving as chief marketing and underwriting officer at BlueCross BlueShield of Montana.
He started at Regence in 2000 as a financial analyst. In addition to product and marketing analysis, he managed corporate research and reporting, a group responsible for research and policy development, coordination of corporate measure reporting and strategic research intended to support tactics and resource allocation. He also served as assistant director of business intelligence and led the company's consumer-directed health systems.
Jared is on the board of directors for the Blue Cross and Blue Shield Federal Employee Plan and for TriWest Healthcare Alliance. He serves on the board of directors for Trillium Family Services, the Oregon Zoo, the Portland Metropolitan area Boys & Girls Clubs and the Oregon Business Association, and serves on the Oregon Health Improvement Plan Committee.
Jared received his bachelor of science degree from Willamette University in Salem, Oregon.
President, Regence BlueShield in Washington
Don has spent the last two decades immersed in the health care industry. From his start as a market analyst, to the front lines as the vice president of sales, up through his current role as president of Regence BlueShield in Washington, Don's desire is to create more affordable and accountable health care solutions for Washingtonians.
As the Washington market president, Don is responsible for directing and guiding the overall performance of Regence, including sales, provider contracting, government affairs, and community relations. He takes an inside-out approach to working with employers that starts with understanding their unique needs, and then creating solutions that will help drive growth and support company culture.
Since moving West and joining Regence in 2010, Don has been active in community service with a focus on improving the lives of children. He is a member of the board of directors for the Doernbecher Children's Hospital Foundation, Oregon Health Leadership Council (also co-chair), United Way of the Columbia-Willamette, Oregon Medical Insurance Pool, and is a member of the Young Presidents' Organization.
Don earned his bachelor's degree in political science from the State University of New York College at Cortland, and his master's degree in public policy analysis and administration from Binghamton University, State University of New York.
President, Regence BlueCross BlueShield of Oregon
Over the course of her career, Angela Dowling has committed herself to helping customers understand and navigate their health insurance needs. Her ability to identify and develop creative options that meet the financial and benefit needs of her customers has led Angela to become a trusted advisor to many of Oregon's leading companies at a time when sound strategic health care decisions are more critical than ever.
In her role as Oregon market president, Angela is responsible for directing and guiding the overall performance of Regence, including sales, provider contracting, government affairs and community relations.
Before being named president of Regence BlueCross BlueShield of Oregon, Angela served as the health plan's vice president of sales. She came to Regence in 2012 with a rich senior sales leadership background, previously with Payne Financial Group, Inc. where she served as Chief Revenue Officer. Before her 10 years with Payne Financial, Ms. Dowling held the positions of Strategic Sales Director at United Health Care in New York City, Business Development Officer at Hewitt Associates in New York City, and Vice President of Marketing at Aetna Health Plans in Philadelphia.
A scholarship athlete in college, Angela received her Bachelor of Arts degree in Psychology from the University of Michigan. She is working toward accreditation as a Certified Employee Benefits Specialist (CEBS) and is a member of several industry organizations, including the National Association of Insurance and Financial Advisors.
President, Regence BlueCross BlueShield of Utah
Jennifer is responsible for strategy and execution for the Utah plan consistent with Regence's direction. She directs and guides statewide operations and market performance while representing and promoting Regence in business and civic arenas throughout the state.
Jennifer was named to this position in 2012. Starting as a staff attorney with Regence in 1997, Jennifer has served as associate general counsel and assistant vice president for legislative and regulatory affairs. She has directed public policy and health information for all Regence markets, and was named Utah vice president in 2010.
Before joining Regence, she served as counsel for the U.S. Public Health Service, the Utah Department of Health and the Utah Attorney General's Office Health Division.
A frequent health insurance industry speaker and guest lecturer, Jennifer is also very active in the community. She serves on the Salt Lake Chamber Board of Governors, on the Economic Development Corporation of Utah's Board of Trustees, as secretary/treasurer of the University of Utah Hospital Foundation, and as the chair of the American Heart Association's Go Red for Women campaign.
Jennifer earned a bachelor's degree in political science and a law degree from the University of Utah.
President, Regence BlueShield of Idaho
Scott is responsible for strategy and execution for the Idaho plan consistent with Regence's direction. He directs and guides statewide operations and market performance while representing and promoting Regence in business and civic arenas throughout the state.
Scott joined Regence BlueShield in November of 2002 as the Director of Sales and served as vice president of sales for Regence BlueShield (in Washington) from 2007-09.
Before joining Regence, Scott served as director of sales and marketing with PacifiCare, responsible for group sales, broker relations and product rollout. He has also held sales management roles with Aetna U.S. Healthcare in Alaska and Washington.
Scott's professional activities include serving on the Idaho Health Insurance Exchange Board, the board of directors of the Idaho Association of Health Insurance Plans and the Blue Cross and Blue Shield Association. He is also a member of Young Presidents Organization. He is the chair-elect of the Boise Metro Chamber of Commerce, board of directors, chairs the Chamber HealthCare Advisory Council, and serves on the boards of the Treasure Valley YMCA and the Leukemia & Lymphoma Society.
He earned his Bachelor of Arts degree from the University of Nebraska in Omaha.
Senior Vice President, Government Programs
Lisa is responsible for growth, finance and operations of government programs, with accountability for overall performance of the company's Medicare and Federal Employee Programs lines of business and other government contracts.
Before joining Regence in 2012, Lisa worked at MVP Health Care, a nonprofit health plan where her most recent role was executive vice president of Government Programs for MVP Health Care. She was responsible for the company's product financial performance, Medicare Advantage product expansion and membership growth, and its competitive Star Ratings.
Previously, she was senior vice president and chief operating officer for Preferred Care, before that company's acquisition by MVP Health Care. Her experience includes overall strategy development for government programs including network management, operational performance, product development, and financial performance.
Lisa serves on the Oregon Business Association's Education Committee. She is a graduate of Iowa State University and the University of Michigan, School of Public Health, where she earned her master's degree in Health Service Administration.
Dr. Richard Popiel
Executive Vice President, Health Care Services and Chief Medical Officer
Dr. Richard Popiel leads medical strategy for all Regence health insurance plans and provides executive leadership on care initiatives and cost management.
He comes to Regence from Horizon Healthcare Innovations, a Horizon Blue Cross Blue Shield of New Jersey company, where he was president and chief operating officer. Dr. Popiel also served as vice president and chief medical officer at Horizon, where he worked since 2000. He also served as vice president/senior medical director for The Permenante Company.
Professional activities include chairing the National Council of Physician and Pharmacy Executives, a Blue Cross Blue Shield Association council comprised of chief medical and chief pharmacy officers, and leading the Chief Medical Officer Leadership Group at America's Health Insurance Plans.
Dr. Popiel earned bachelor and master of science degrees and a doctor of medicine degree at The George Washington University in Washington, D.C. He also holds a master of business administration from Northwestern University Kellogg School of Management. He is board-certified in internal medicine.
His philanthropic activities include board membership with the American Cancer Society.
Senior Vice President, Health Insurance Operations
Scott is responsible for providing leadership and strategic direction for Regence Health Insurance Operations, which includes Claims, Customer Service, Membership, Enrollment, Provider Services, Product and Benefits Configuration, and Digital Solutions.
He joined Regence in 2010 as vice president of Strategic Finance, and was named to his current position in 2011. Before joining Regence, Scott was managing director of Alvarez & Marsal, LLC; director of finance at Intel Corp., and CEO/CFO of Commerce Route, Inc.
Scott is active in the community, serving as a board member for Self Enhancement Inc. (SEI), Finance Committee of the Portland Area Boys & Girls Club, and prior president of Sherwood Youth Football.
He has a bachelor's degree in finance and a master's in business administration, both from Arizona State University, and is a Certified Management Accountant.
