President, Regence Health Insurance Services

Jared oversees Regence's health insurance portfolio, meeting the needs of 2.4 million members covered by seven health plans in Idaho, Oregon, Utah and Washington. That includes everything from award-winning service in traditional health plan models to designing innovative new products and services that meet the needs of a rapidly changing marketplace.

Under Jared's leadership, Regence is bringing new tools for customer engagement to help improve member experience, facilitating collaborative partnerships between providers and patients, driving growth for the overall portfolio, and orienting programs to emphasize quality outcomes while minimizing costs.

He oversees areas of the company ranging from Customer Service and Claims Administration to Government Programs and the Federal Employee Program as well as Account Management, Insurance Product Development, the Regence market presidents, Health Care Services, and Regence subsidiaries Healthcare Administrators, Inc., and other regional health plans.

Jared's career with Regence began in 2000, when he joined the company in a Finance division role with cross-functional responsibilities across a variety of divisions, with increasing responsibilities for several years. He moved briefly to BlueCross BlueShield of Montana, where he served as chief marketing and underwriting officer. Jared returned to Regence in 2009 as president of Regence BlueCross BlueShield of Oregon, where he became responsible for Oregon sales, provider contracting, and government and community relations. He has led the overall Regence insurance portfolio since 2011.

Jared serves on the board of directors for the Portland Metropolitan Area Boys & Girls Clubs, TriWest Healthcare Alliance, and GNS Healthcare.

He received his Bachelor of Science degree in economics and history from Willamette University in Salem, Oregon.

Angela Dowling

Angela Dowling

President, Regence BlueCross BlueShield of Oregon, and Chief Revenue Officer

Over the course of her career, Angela Dowling has designed and implemented creative solutions that align business strategies with consumers' health needs. As chief revenue officer, Angela drives revenue strategies across brands, products and markets by bringing greater integration and accountability and directing the organization to create better health care experiences for consumers.

Angela's leadership has helped position Regence as a trusted advisor to many of Oregon's most respected companies at a time when sound strategic health care decisions are more critical than ever. In her role as Oregon market president, Angela directs and guides the overall performance of the Oregon health plan, including sales, provider contracting, government affairs and community relations.

Prior to coming to Regence in 2012, Angela served at Payne Financial Group, Inc. for 10 years, most notably as chief revenue officer. Ms. Dowling also served in national account sales at United Health Care in New York City, as the business development officer at Hewitt Associates in New York City, and as market vice president at Aetna Health Plans in Philadelphia.

A scholarship athlete in college, Angela received her Bachelor of Arts degree in Psychology from the University of Michigan. She is a member of several industry organizations, including the National Association of Insurance and Financial Advisors, and serves on the Oregon Healthcare Leadership Council.

Sean Robbins

Sean Robbins

President, Regence BlueShield of Idaho

As President of Regence BlueShield of Idaho, Sean brings a rich skill set to his position and the market. With an extensive background leading local, regional and national-level initiatives, he's widely regarded for his expertise in public policy and business strategy and brings his passion for improving how Americans experience health care to Idaho.

Prior to serving as senior vice president for public affairs and policy at Cambia Health Solutions, Sean was appointed by the governor as Oregon's chief economic development officer overseeing the Oregon Business Development Department.  Before that, he was CEO of Greater Portland Inc., a public-private economic development partnership supported by company CEOs and mayors. 
 
As the Idaho market president, Sean is responsible for directing and guiding statewide operations, product innovation and market performance, while representing and promoting Regence in business and civic arenas throughout Idaho. Additionally, he serves on the board of directors of the national Blue Cross Blue Shield Association.
 
Sean earned a master's degree in Urban & Regional Planning at University of Wisconsin-Madison and holds a bachelor's degree in Business Administration and Economics from University of Iowa's Henry B. Tippie College of Business. He serves on the board of Medical Teams International, a global relief agency, and is a Senior Fellow with the American Leadership Forum.

Tim Lieb

Tim Lieb

President, Regence BlueShield

Tim has spent the last two decades immersed in the health care industry. From his start as a senior underwriter and account executive, to the front lines as the vice president of sales, up through his current role as president of Regence BlueShield in Washington, Tim's desire is to create more affordable and accountable health care solutions for Washingtonians.

As the Washington market president, Tim is responsible for directing and guiding the overall performance of Regence, including sales, provider contracting, government affairs, and community relations. He takes an inside-out approach to working with employers that starts with understanding their unique needs and then creating solutions that help drive growth and support company culture.

Tim has actively served in his community with a focus on improving health care for Washingtonians and serves on the board of the Washington Health Alliance.

Tim earned his bachelor's degree in Mathematics with a minor in Business from Ohio University.

Jim Swayze

Jim Swayze

President, Regence BlueCross BlueShield of Utah

Jim brings extensive commercial, Medicare and self-funded insurer experience to his position as President of Regence BlueCross BlueShield of Utah, the state's first health insurer. In this capacity, Jim is responsible for directing statewide operations and optimizing market performance, while representing and promoting Regence in business and civic arenas throughout the state.

Jim has expansive not-for-profit experience, serving for nearly 16 years as part of the Rocky Mountain Health Plans and CNIC Health Solutions organization. Rocky Mountain Health Plans was the largest not-for-profit health insurer in Colorado. Jim was a chief architect behind acquiring CNIC Health Solutions in 2004 as a way to expand Rocky's product portfolio into the self-funded line of business. Jim then served as CNIC's president and CEO for the past 10 years, growing and expanding CNIC's business in multiple states. Earlier in his career, Jim held leadership roles spanning 15 years with another large health insurance organization as it moved through a series of mergers, starting as Lincoln National before ultimately becoming PacifiCare Health Systems/Secure Horizons.

His responsibilities have included policy planning and implementation as well as direction and coordination of departments and functions including production, pricing, sales, distribution of products, operations and clinical activities, and negotiation and approval of contracts and agreements with provider organizations, suppliers and vendors.

While in Colorado, his community engagements included substantial and active involvement with the American Diabetes Association as well as board service with the JDRF and Ronald McDonald House. He was also a volunteer soccer coach.

Jim and his wife Renee have two daughters.

He's a graduate of Ursinus College in Pennsylvania with a degree in economics and business administration.

Carol brings a personal passion for understanding consumer needs to the role of delivering products that focus on improving consumer experience, engagement and value. Carol is helping Cambia transform how it engages with business customers, their employees and patients as it delivers game-changing health solutions to market. Carol leads marketing, branding, research and insights, consumer experience, human-centered design, consumer engagement and digital solutions teams that are a fundamental part of Cambia's consumer-centric evolution. Carol and her teams are instrumental in delivering mobile and web solutions that drive convenience, education and personalized engagement to enrich people's health and well-being to achieve better health outcomes.

Before joining Cambia in 2014, Carol was senior vice president and chief marketing officer at ESPN, expanding the company's brands through award-winning omni-channel advertising and sophisticated data-driven communications strategies. Carol spent 10 years at The Coca-Cola Company, delivering digital, mobile and social products and marketing for North American brands and globally. Carol led Coca Cola's transition toward innovative communication and engagement channels, leveraging data to deliver targeted, relevant messaging and experiences. Prior to Coca-Cola, she held marketing/senior management roles at three Silicon Valley startups – focused on software development, hardware/software for consumer digital imaging, and online consumer payments and promotions.

Active in industry and community organizations, Carol currently serves as Portland chapter president of The CMO Club. She is also on the board of trustees for Portland's Pioneer Square, the executive committee for the American Heart Association's Go Red for Women movement in Oregon and southwest Washington, and on the board of directors for Unified.

Carol is a graduate of University of Southern California, with a Master of Business Administration from the Marshall School of Business. Her Bachelor of Arts in international relations is from Pomona College.

Ian Gordon

Ian Gordon

Senior Vice President, Health Insurance Operations

Ian is responsible for providing leadership and strategic direction for Regence Health Insurance Operations and Customer Experience, including efforts to improve service quality while achieving new levels of efficiency and effectiveness.

His areas of accountability include Claims, Customer Service, Membership, Enrollment, Product Configuration, Digital Portals, Provider Operations, Cambia Project Management, Cambia Connect, Sales Operations and Operational Improvement and Quality functions.

Ian came to Regence in 2014 from McKesson Health Solutions, where he served as senior vice president and general manager. Before that, he was CEO of Topaz Shared Services. He brings extensive experience to the leadership of operations, having served as chief operations officer at BlueCross and BlueShield of North Carolina, at Meritain Health where he was also president, and at Concentra.

Ian is active in the community, actively engaged with the Portland/Metro East chapter of Habitat for Humanity.

He has a bachelor's degree in accounting from Montclair State College, a Master of Business Administration from Rider University, and a master's degree in management information systems from the University of Virginia. He is also a certified public accountant.

Dr. Richard Popiel

Dr. Richard Popiel

Executive Vice President, Health Care Services, and Chief Medical Officer

Dr. Richard Popiel serves as Executive Vice President and Chief Medical Officer for Regence health plans. As a member of the company's senior executive leadership team, he is responsible for the company's clinical strategy with the goal to improve members' outcomes and the experience they have as health care consumers. Dr. Popiel's responsibilities include oversight for all medical, pharmacy and network activities, as well as all cost stewardship activities.

Dr. Popiel is a nationally recognized health care delivery expert and thought leader coming to Regence from Horizon Healthcare Innovations, a Horizon Blue Cross Blue Shield of New Jersey company, where he was President and Chief Operating Officer. Prior to that, he served as Horizon's Vice President and Chief Medical Officer and as Vice President/Senior Medical Director for The Permanente Company, a subsidiary of Kaiser Permanente.

Active in professional organizations advancing consumer-focused health care issues, Dr. Popiel chairs the National Council of Physician and Pharmacy Executives, a Blue Cross and Blue Shield Association council comprising chief medical and chief pharmacy officers. He also leads the Chief Medical Officer Leadership Group at America's Health Insurance Plans (AHIP) and serves on the AHIP board of directors. Additionally, Dr. Popiel serves as a member of the Board of Directors of The George Washington University's Medical Faculty Associates. Previously he served as a member of the Board of Advisors of The George Washington University's School of Medicine.

His philanthropic activities include board membership for the George Washington University Alumni, where he has also been honored as an Outstanding Alumnus. In addition, he is currently the Vice Chair of the Classic Wine Auction, supporting five non-profit partners benefitting children and families.

Dr. Popiel earned a B.S. in biology and his M.D. at The George Washington University in Washington, D.C. He completed residency training at both the George Washington University Hospital and the Georgetown University Hospital in Internal Medicine and Emergency Medicine. He completed a toxicology fellowship at the University of Illinois. He is board certified in Internal Medicine. Dr. Popiel also holds a Master of Business Administration from Northwestern University Kellogg School of Management
